The commissioning of the burn center has been stalled for 7 years

December 23, 2020 0 By admin

The Burn Center building, located near Zuun Ail, is no longer able to provide medical services. In 2011, the State Property Committee issued an act, and the government decided to allocate 3.8 billion MNT for the demolition of the building. It’s the eighth year I’ve been unable to say goodbye.

The seven governments did not put the building into operation because the dispute was postponed to 2021 due to insufficient budget expenditures and a private company acquiring the land.

In 2017, J.Erdenebat’s government withdrew an $ 8 million grant from the Kuwait Fund to build a Burn Center, with $ 6.8 million for construction and the remaining $ 1.2 million for equipment.

According to the plan, the new seven-story, 250-bed Burn Center, which perfectly treats burns and frostbite and meets international standards, will be operational in 2019 and will be able to operate on its own, which is difficult to absorb.

Therefore, we contacted “Nutgiin Zam” LLC and “Tsast Construction” LLC, which are constructing the Burn Center, and clarified the reasons for the delay, the percentage of construction work, and when it will be commissioned.

CONSTRUCTION WORK IS 95 PERCENT

“Tsast Construction” LLC, which is in charge of building blocks A and C of the burn center, started construction in 2014. Until 2017, construction was delayed due to a lack of funds and a land dispute over the fact that Section C or Section C is in someone else’s name. Until 2018, the client could not get the performance money, so he could not do the work. Construction will continue at the end of June 2018, and the building we are currently in charge of is 95 percent complete. ”

STOPPED BECAUSE OF STRONG LEGS

Ch. GANZORIG, project director of the burn center of “Nutgiin zam” LLC, who is working as a contractor for the construction of the 250-bed outpatient clinic in the B block of the burn center:

The construction work has been completed, and the heat has been removed, and now the interior decoration work is underway. Lift doors, floor, and floor linoleum will be glued and handed over. The interior is 85 percent complete. The building was originally scheduled to be commissioned in 2019 but was delayed due to a lack of heating. Now there is no problem. The temperature inside the building is +15 degrees. The building is expected to be completed in 2021. Work was halted due to a severe leg restraint imposed due to Covid-19 infection. From December 14th to December 21st, we mobilized our staff during the week of high alert and halved our workload. The two brigades employed more than 90 people. Now he is back in custody.

The Ministry of Health does not allow construction workers to work, citing that it is not one of the 15 organizations required to work during the curfew. At best, the main people who will work on the building’s interior will be housed inside the building. Otherwise, the work will not move forward. When the remaining A and C construction is completed, the State Commission will only accept it. However, many things will depend on Tsast Construction LLC when the Burn Center’s new building is commissioned. The company is responsible for cleanliness, sewerage, electricity, and so on. ”

After the demolition of the burn center and the construction of a new one, the center leased space to the Mungun Guru Hospital and then moved to the National Center for Trauma and Orthopedics. It has a total of 80 beds. In some months, when the workload increases and the number of patients who need to be hospitalized increases, the beds are not enough, and they are received in the corridor. However, the new Trauma Hospital will be able to provide 250 beds.
